Dear Pat,
Yes, the COE was written in the beginning,  before AKC recognition.  And
there were Cavaliers brought into the US by brokers even then.  In the
Wilkes-Barre, PA area there was a pet store bringing in Cavaliers from
Ireland and selling them with FIC papers, they really flooded the area.  I
got numerous calls looking for a stud dog for there "Import".  They found it
hard to understand that I or any club member could not breed with them,
after all they had "papers".  Also any breeder that was sanctioned by the
club, just continued and sold their puppies either without papers or some
other registry's papers.
I'm sure similar stories can be heard in different parts of the country.
