no it wont, but without any sort of papers they may stop and think twice.
there would be no point in breeding if they have no papers at all.  and if
you take it a step further, there is nothing from stopping them from
neutering a different dog and applying the certificate to the other one.  the
only thing i can say is that you have to trust your gut instincts and not
sell to someone if it doesnt feel right.  the only guarantee a breeder has
against anything like this happening is like winnie said - early spay/neuter
(which i dont believe in either)
