Like everything else in life, compliance is at its highest level when
rewarded not mandated.  If we get reduction in insurance fees on our car
for good driving, then we tend to attempt to try to keep down the
speeding. (Except for Lamont.........<VEG>)  If there was some incentive
(title, award, reduction or return of fees) I *believe* compliance would
increase.

  But, I may be wrong in this instance because breeding in and of itself
is so draining to finances that it is probably counter-intuive. For
those of us who breed and test it is for our own breeding programs for
which we do this.  We do it because it is only fooling *ourselves* to
refuse to admit health problems or faults.

Who REALLY wants to breed unhealthy poor specimens?  Only the very
obvious puppy mills.  Even backyard breeders are interested in improving
their programs if we listen and try to teach them.

Lazy breeders who don't keep good records, don't test, etc. end up
hurting themselves first and foremost.  I may be having a hard time
financially, but my dogs and kids (well....ok....make that kids and
dogs)...get the best which I can provide.
