Here's the way I see it:
The CKCSC has a recommended testing and breeding protocol. It isn't
mandatory, regretably. But it is an advocated standard, which is better
than having none.
ACKCSC is irrelevant to the issue, since it is not required that you be
a member of ACKCSC in order to register with the AKC. So you have one
registry with a recommended standard and one without one. Where do you
want your next puppy registered?

Granted, CKCSC registration doesn't guarantee that the standards were
complied with, but it's better than the alternative in my book. CKCSC
registration implies that a breeder is at least aware of the standard
and AKC registration does not.
