What if you could go to whomever you wanted test when you wanted and test for
what you wanted.  But whenever you registered a litter the paperwork would
ask you to submit all tests performed on sire and dam and it would be
published in a public forum?  If you do not provide one of the listed tests
it is published as not provided.  You would have every opportunity to make
your own decisions and answer any questions as to what you provided or did
not from anyone who chose to inquire with you in any manner you wished.
There would be no re-purcussions through legislation in the club for anything
you did or did not provide.  It would just be public and easily accessable to
everyone.  What about that?  Could that be a starting point?
