I reserve my right to be wrong, but I don't think it is currently possible to
get freshclam to pull an update via https.  If there is a way, I'd use it in
my local mirror setup.

No, thats for scanning, not moving updates.

I could suggest some implementation ideas, but won't waste anyone's time if
the ClamAV Team won't even consider it.
