In a couple of cases we've been able to manually copy and paste those files to users machines from a known good to solve this problem. Microsoft took away the ability to "force" patches to install under Vista like you could in XP to solve these types of problems.

The culprit here is the pc_KB941644 patch. Good luck with Vista patches, sometimes you can't do anything to get windows to update that file date even when you uninstall and reinstall the patch several times...
