Actually, Linux can write to NTFS partitions.... it just isn't a
recommended action :)  Also, weather or not you can boot an OS on a NTFS
partition has nothing to do with Linux at all.  It's the boot loader that
needs support for those things, and both LILO and Grub support it.  You
could also use Boot Magic too if you want, however LILO and Grub are much
more powerfull then Boot Magic and they cost less too.... 0$ :)
