You have only stated a quorum for executive votes. You need to also have a quorum for votes by Tier-2 Members. From reading that section, you have kind of indicated that 50% of all members must vote in favour of the question but you don't state that clearly.
Here in Edmonton we when with a fairly low quorum so that we weren't hampered by voter apathy.
Here's our the line from our bylaws.
15) 25% of members in good standing shall constitute a quorum in any vote.

Basically we just made some simple changes to the example bylaws such as adding things as allowances for email for communication and online voting for votes. Since you have gone with a 2 tier system in your bylaws by nature, yours will be somewhat more complicated.
