If you want to carry-on electronics, they usually make you turn it on.

that far with you but of all the times my friends have tried to carry-on
computer equipment they were forced to prove it functions by powering it
on first. If they couldn't, they weren't allowed to carry it on (Cargo
area is ok though).

This is untrue. I have gone through about 10 times in the last 5 months. All I am required to do is let them wipe it down and test to make sure it has no trace explosive. Including a briefcase of PCI cards, a HardDrive a SBC computer, various power supplies, laptop and cell phone. You do not have to turn it on or power it up. They'll scan it and wipe it down.
