Check that networking and named are started before sendmail. Also check that your first dns server is up and running properly. See that your hosts file is in good shape.
Out of these questions, I am looking more likely at a dns reselution issue rather then something to do with sendmail itself. I could be totally off here by the way. Can you send more information.
