This is mostly guesswork but I think there are a fair number of places
with easy access to the Uni. Not sure if the rates are "resonable"
you will probably get lots more info from others. Info on what
sort of thing you are looking for would help. If you have no car
look for easy access to C- Train.

Car insurance, Driving license etc. officially you have 3 months to change 
over I think, though you my be able to get round it by maintaining an address 
in BC. Don't get caught out without insurance, last time I checked the fine 
was $2500!
