For a FLOSS traffic shaper all you need is a Linux kernel, iptables, and this howto: http://lartc.org/ I also have my wireless router (linksys WRt54G) doing some shaping as well, it runs linux so I imagine that drop boxes on the web page are merely configuring iptables et al.
