How automated are you aiming for here?

Wouldn't Facebook/Flikr/whatever need to support the automatic links
in order for this exercise to be of any use?

Otherwise, you can just create a little database with OO.o Base (for
portability, or you could use whatever you want...) and store your
photos and geo data in there so you can export it however you want (to
the raw html code you would use for Facebook, for instance.)
