I can't believe I have not tried this already.  I have two or three
USR 33.6/56k modems kicking about and two shaw telephone connections
(each with their own modem).

At a guess I would say manage your expecations.  Most fax machines
work at 9.6 kbit/s.  I would not expect to get much more than that,
perhaps 14.4  kbit/s.
