Only if they meet the definition of a restraint.  Be sure you have your assessment/paper trail in place to support your determination.  We were functioning under the misconception that rails were not restraining because they didn’t appear to stop anyone with intent.  However, our survey team did not feel that way and we now assess them like all other devices.

We all use the top 2 siderails for all our residents just for mobility.  Do I need to code them on P4?  Thanks.
