I think that working every other holiday is the fairest way. If you work Christmas this year you get it off next year. We don't prohibit taking vacation at anytime of year as long as staffing permits. I have a friend that works in a facility that you get holidays off by seniority, and I think its unfair. she has been there over 5 years and hasn't had a Christmas with her son and husband yet. That, I thinks is unfair. If there is someone that will swap holidays with you thats great, but the fairest was is to be on one off one. We also usually give the person working the holiday their preference of what day they want off around the holiday.
