yes, we are struggling with this also because the therapy department has headed up the "restorative" program here.  But, the manual is clear that to code the MDS we must be looking for nursing restorative care. Page 3-192 states 'This itme does not include procedures or techniques carried out by or under the direction of qualified therapists, as identified inItem P1b.  In addition, to be included in this section, a rehabilitation or restorative care must meet all of the following additional criteria:
1.  Measurable objectives and interventions must be documented inthe care pla and in the clinical record
2.  Evidence of periodic evaluation by licensed nurse must be present in the clinical record.
3.  Nurse assistants/aides must be trained int eh techniques that promote residetn involvement in the activity.
4. These activities are carried out or supervised by members of the nursing staff.  Sometimes , under licensed nurse supervision, other staff and volunteers will be assigned to work with specific residents.
5.  This category does not include exercise groups with more than four residents per supervising helper or caregiver.
 
So from number 4, it sounds as if the program should be supervised by nursing, not therapists.

Question about restorative: Is it MANDATORY that a nurse maintain the restorative program? We are a hospital based SNF that has on-site PT/OT & they have always evaluated & written the programs - & the rehab aide "belongs" to the Rehab department. Any direction would be appreciated.
