Another consideration with rehab being involved with restorative programs is the cost.  If you have a contract therapy service, think about how miuch this is costing your facility to be involved in a "nursing program".  I get very concerned when I hear that the rehab department in some facilities insists on screening and evaluating residents for the restorative program.
