I've come a bit late to this one, but I'd think you could argue 
the 'accuracy' of the content if you were looking for it.  Base 
this on site user feedback.

IF people used to complain that the site was out of date or
had wrong information before a CMS was used
then after a CMS was implemented users commented that content 
was more relevant and accurate, then the CMS helped that accuracy.

Perhaps it wasn't the CMS directly, but the process of putting a CMS in
which caused structural changes to allow for more accurate/timely info, 
but without the CMS as  a catalyst to induce that change, it may never
have happened.

Measuring this stuff in the absolute doesn't make sense.  Measurement
based on the feedback of the users (who are the audience for the 
C which the CMS Ms) is possible and, I would think, desirable.
