I would agree that this is more DIY than open source, but the problem is - if you want to start building a truly open source CMS, how can you build the community etc... that's needed to make it really work.

an already established OS CMS, which can compete/rival with commercial CMS.
You then can test the system beforehand and look if it has all what you

The above approach is much more DIY then OS, even though the DIY CMS was
published under an OS License.
