As Frodin says, adopting APLAWS in practice requires a council to hire a development company to do the necessary customisation for them.
That's true of any CMS, AFAIK.
Is this in the license? If so, I'm not sure APLAWS should really be calling itself open source...Furthermore councils using the system are required to be active participants in the APLAWS user group and commit funding or development resources to future shared development projects,
