I would add:

5) uses standards based input and output, such that the end-user does not
(necessarily) know they are using or producing standards compliant 'things'

6) the ability to pick up your stuff and leave whenever you want and continue on
with what you have produced, without the need of the CMS. (but, of course, the
user would have to know how to use the standards based things)
