Well, yes. But let's face it, you have open-ended costs with standard CMS's too, if you run your project correctly, i.e. the agile "step-by-step" way. To not have open-ended costs, you need an out-of-the-box CMS, and that is a good idea for small companies that doesn't have special demands, but would have been impossible in this case. -- http://cms-list.org/ more signal, less noise.
