Joe,

Yes, the board is on and in the up/shallow draft position. We were looking at 
it yesterday and I suggested the barnacles but it appears to be a much more 
serious problem; it’s composed of sort of ferrous metal, probably iron, that 
has rusted and flaked over a great deal of time. This has caused the board to 
seize up.

The new owner has dumped vinegar into the trunk cavity. No go there. A day ago 
he cut the top of the trunk housing open and poured some sort of rust remover 
gel on the board. No further development noted.

Access to the board is tight, both from outside while on the jack stands and 
inside.

Be it noted, I know nothing about centerboards.
