Our marina refused to install safety ladders. Amazing. My stern ladder is the first choice, it has a line hanging down so I can pull it down from the water. One thing I have noticed is that most people thread the gate for the stern ladder through the ladder, making it impossible to get down from the water. Both our C&C's came to us like that. First thing I did with both was hang a loop of line and unthread the gate. In 29 years I have had it rough enough to drop it only twice from heaving.
