Addressed in 67df430. Both docstrings now state that `partitions_count` is
an `int` in the range 1..=1000; deletion additionally documents that the count
cannot exceed the topic's current partition count. The generated stub is
synchronized.

Addressed in 67df430. The tests now match `Too many partitions`, `Invalid
partitions count`, and `was not found.` on their respective server error paths,
so unrelated `RuntimeError`s no longer satisfy them.
