Addressed the requested changes in `120f5d17a` and merged the latest `upstream/master` without force-pushing. Key fixes: - moved stats roll-out from metadata eviction to shard `ConfirmRemove`, after the tombstone/write fence - added a simulator regression asserting partition, topic, and stream counters all return to zero - added Python authorization coverage for unauthorised users, topic-level `manage_topic`, and topic scoping - strengthened message-bearing deletion coverage to retain partition 0 while deleting partition 3 - corrected partition ID, rebalance, async materialization, permission, and count-limit docs; regenerated the stub - applied the shared RuntimeError conversion consistently across the Python client Local validation is now reflected in the PR body, including metadata tests, shard/metadata clippy, the targeted simulator test with vendored hwloc, Python Rust checks, stub generation, Ruff, and py_compile.
