The fix for #12441 is written and committed locally on top of this branch. That includes both regressions from the issue: the same-coordinator one and the cross-pipeline one, which needs the shared dispatch pool from this PR. Both are red on `c773cc091` and green with the fix. I'm holding the PR until this one merges, so it doesn't carry these commits again. Once it lands I'll rebase onto `dev` and open it.
