Thanks @SEZ9. I agree with that distinction: runner-acquisition failures do not validate or invalidate the changed rejection path, and the current tests do not claim to cover rejection by both pools. The next concrete step is to enable the fork workflows and rerun the failed jobs for the existing head; a new source change is not needed merely to chase that infrastructure state.
