Thanks @SEZ9 and @CryoThrust. I agree with the test-scope distinction: the named tests cover delivery after primary-pool release/rejection and waiter completion; they do not establish the agreed follow-up for both pools rejecting. Runner-acquisition failures are not executed test results. Please complete the fork workflow activation already discussed, then ensure the queued retry actually acquires a runner and link that job. No source change is requested merely to resolve runner acquisition. I am leaving the source conclusion unchanged while CI for the existing head remains pending; final repository approval still requires a write-capable maintainer.
