Updated in `f3f3a2d1e`. The remaining CLI paths now use the shared guard
too: adapter loading, variable backfill, and both user/system-variable map
conversions. Four new file/adapter/variable regressions fail on the old code
and pass with this change; valid path semantics stay unchanged.

On the dev `51c3c5fc` integration, all 68 affected tests and both embedded
two-member REST submission cases passed, with zero failures/errors/skips. Root
formatting and verify also passed. The PR description has the exact commands
and scope.

Build dispatch for this new head still returns HTTP 422, `Actions has been
disabled for this repository`, despite enabled fork settings and an active
workflow. Could a maintainer run the upstream checks? I haven't treated the
local results as a green CI run.
