Thanks for carrying both requested ownership documentation and the explicit idempotence/re-enable/script-call regressions into #12858. I rechecked the current PR revision: it remains the sole install-plugin implementation lane, and its required Build result has not completed yet. Please wait for that result before expanding the launcher scope. The helper must continue to operate only on a caller-managed per-user/per-version copy, never a checkout or shared installation.
