Replacement for #11613 (closed there with the reason). The exact head `117cf5289a` is now building on the DanielLeens fork: https://github.com/DanielLeens/seatunnel/actions/runs/40457447105 . That fork has working Actions, so the `Build` check on this PR can be adopted from that run.
