Theoretically yes.
But it is quite difficult to do since chips, resistors, capacitors etc. have to
be placed
and soldered in a rework station one after the other and this a lot of manual
work
with a higher failure risk.
Well some resistors or capacitors could be added with a fine-tip soldering iron.
So it could be done, but IMHO isn't worth the efforts.
