That's about 20% of the theoretical and almost exactly equal to Dan's
real-world ceiling on the SCSI chip in there, so I'd say probably, yes.

Possibly up to twice as fast simply due to the better onboard SCSI in the
7100, but 5MBps is still pretty slow.
