I have three SE/30's, and periodically, they all exhibit the symptoms you
describe.  Before you do any kind of "major surgery", try what I do...
 
You will have to remove the motherboard (instructions are in various places
on the web), and then with an alcohol-moistened Q-tip (or several, actually),
clean the board carefully around all the components, especially the small
capacitors.  I think you will discover that there is a sticky, dust-covered
leakage in various places, and it is my impression that it sets up a
"capacitance-effect" on the board which causes the symptoms we see so often.

I find it interesting that I have only had to do this on my SE/30's (several
times!), and yet I've never had to do anything like it on 512's, Plus'es, or
standard SE's.  Must be a by-product of all the sheer POWER the SE/30 has! :-)
