more likely, it's leakage of electrolyte from the capacitors, and you are getting leakage current or as more commonly known "short circuits". this is an indication that the capacitors involved should be replaced. also, that electrolyte is somewhat corrosive and harmful to skin, if it makes your skin itch later wet them and dowse them with baking soda, wait a few seconds and then wash off with soap and water. it may not stop the itching right away but it will prevent any further irritation. ps, capacitance is always present, no matter what engineers try you can only reduce it at best, just one of the challenges to the ee.
