no, but sharpie ink does. most likely a previous owner had damaged it or painted it and then reblacked it with a sharpie or shoe polish or some other silly thing. black spray paint would be the obvious solution. turpentine usually is also safe on plastics and removes many things, but of course you should try it on the inside first where it won't show if there is a problem. of course turpentine will dissolve many paints.
