The putt putt is either the disk drive cycling, or an underadjusted power
supply.

Since these old guys go thru the hands of apes before you get it, remove the
back and be sure the connector to the CRT tube yoke is still attached. Check
for any other out-of-place plugs and wires.

Then go for the voltmeter to be sure your power is adjusted to the right output
(the hole in the side of the Mac that's covered by that white paper. Find the
adjustment marked by a long line and a dashed line. That's the power supply
adjustment. It's toward the back.)
