Howard Electronics here in town will read and program most chips up to about 1 Mb or 32 pins for me for a couple of bucks or $5 if it's been a bad day. I don't think I've ever paid them the same price twice. If the chip isn't a DIP, I have to build an adapter for them. For larger chips I go to Pioneer IOS which is within a couple of blocks of Howard. However, PIOS is in the business of doing batches of hundreds or thousands, so I've only asked them for stuff when it's going to lead to large quantities I can pay them for. They have a BPMicro 1600 with all the socket adapters for proto-type work, and the big automated chip programmers for quantities. I have my eye on a Needham EMP-11 and really want one. They're available new for about $275 (sometimes $250 on Ebay if no one else bids). Socket modules are $100. The problem is that I am currently an out of work chip designer with only 1.5 years experience. There are a lot of more experienced folks out there hunting for jobs which is making things really tough on me. So I'm not engaging in many non-essential expenses because there's no telling how long it will take to finally get a new job.
