My understanding is that there is a System 7.1, System 7.1.2, and System 7.1.3. But I am also under the impression that System 7.1 Update 3 does not upgrade your system to System 7.1.3. Taking System 7.1 and upgrading it with update 3 certainly doesn't make it work on a PowerMac (unless there is something I am missing).

The mac I fired up to look at is running 7.1.1, I'm not sure if I applied update 3 which I'll do after work and let you know.
Minimum OS for ppc macs is 7.1.2 from memory. 7.1 plain wouldn't have enough fat in it to run a ppc. These macs are better suited to 7.5.x
