Hmm, good question.
The mac I fired up to look at is running 7.1.1, I'm not sure if I applied update 3 which I'll do after work and let you know.
Minimum OS for ppc macs is 7.1.2 from memory. 7.1 plain wouldn't have enough fat in it to run a ppc. These macs are better suited to 7.5.x
