I believe I tried installing 7.1 with Updater 3 on a 6100 and it booted to the Finder. Unfortunately, no memory was available for launching applications. As per running the NetBSD/mac68k on a PowerPC: the emulator appears to be in software. From the perspective of a new world Mac, it is sure to fail because NetBSD would overwrite that area of memory. Then there is the issue of the emulated processor. Again, my understanding is that it is a 68LC040 -- which NetBSD doesn't much like (no math coprocessor and it is difficult to implement emulation for it).
