I recently created install floppies under Panther, too. Also had the problem with Disk Copy not working, not even in Classic.
I had different images for several versions of mac os (6.0.8, 7.1, 7.5). Copying their content on the floppy in the Finder worked flawlessly with all of them.
Note: Some type of image files failed to open just by double-clicking on them. Try manually dragging them on StuffIt Expander and / or Toast.
I managed to mount EVERY kind of image files (and I had several types downloaded from the net) with either StuffIt, Toast or by self-extracting (.sea images) them.


Don't forget to "bless" the system on your floppies. I did this in Terminal. I am not sure if the "old-fashioned" way - double-clicking the system folder - does work under OS X.

If you still have any problems, could specify the type of your image files?
I cannot exactly remember what worked with which image file. (Don't have them on my PB at my university where I have internet / email access)
