I recently created install floppies under Panther, too. Also had the problem with Disk Copy not working, not even in Classic.
I had different images for several versions of mac os (6.0.8, 7.1, 7.5). Copying their content on the floppy in the Finder worked flawlessly with all of them.
Note: Some type of image files failed to open just by double-clicking on them. Try manually dragging them on StuffIt Expander and / or Toast.
I managed to mount EVERY kind of image files (and I had several types downloaded from the net) with either StuffIt, Toast or by self-extracting (.sea images) them.

Thanks very, very much for that. Dragging to Stuffit seems to work on all I've tried.

The next question is whether we can get X to detect unformatted floppy discs and format them in USB drives.
