I have used Silverlining since 1993 to format drives. Every time I have had success with booting from different partitions (I used to keep 6.0.8 on one and 7.1 on another on an SE/30 I had for a while). The software was bundled with a LaCie I picked up in September 1993 (a whopping 160MB external!) and I'm not sure where to find it these days. Of course, I could find my disks and upload it for anyone who needs it.
My guess is the drive needs reformatted. Even Apple HD SC Setup has enabled me to boot from multiple partitions.
