Because tags are hard to write for editors. While WYSIWYG does not give full
overview/control over the document and is not available on all systems. Thats 
why I think
"simplified XML" has been introduced in eZ publish.

"simplified XML" is just input-only format, it is not stored anywhere.
The initial idea was to use just ReST instead, but it is not enough rich for us.
(does not support attributes for instance)
So we are trying to think out what can be both simple and powerful.
The idea was to go further with "simplified XML" and simplify not only 
paragraphs
and linebreaks but other elements as well. Any ideas?

But anyway I think we will support only traditional "simplified XML" from start.
