Here is a solution - use the power of chaos.   Take the year and month
of the tournament, md5sum it and use the least significant bit to
determine which of 2 time zones.

Or something similar we used to do at a place I worked to determine
who's turn to carry the pager on the weekend:   If the Saturday in
question is an odd day, one person carries, if even the other person
carries it.     Sometimes you carry it twice in a row, but over the long
haul it works out.  

The whole idea is to avoid the difficulty of remember who's turn it
is.    Of course there are many other possibilities.    You could still
compute a schedule, post it,  and just say the time's are determined
randomly.
