  I think the most popular journal choice for Computer Go papers is
IEEE Transactions on Computational Intelligence and AI in Games.

  Another alternative (esp. if it has some domain specific details)
may be the ICGA Journal - at least I hope it's still being published,
I'm pretty sure at least some of the newer issues are missing from
their homepage so lack of activity there may not be a fatal sign.
