It seems that you answered it yourself, hopefully. Norton 360 is installed on a users computer at my work and we just have a mess of problems with it.
Basically norton takes over your system not only using more resources but also taking over administrator tasks. If more of your resources are being taken up then that may be that more of your ram is being used that might not normally.
